Stanislaus County Affordable Housing Corporation (StanCo) is a mission-driven nonprofit based in Modesto, California, dedicated to expanding access to affordable housing and supporting community well-being. Its work spans 27 properties and 496 beds across three legal entities, funded through a range of revenue sources.
The Strategic Vision
StanCo’s leadership had successfully grown an organization serving hundreds of residents across an expanding portfolio of properties. Planning for continued growth, leadership identified a strategic moment to modernize the organization’s financial operations. Their priorities were clear: shorten a reporting cycle that lagged behind board meetings, bring greater accuracy and consistency to the accounting, and give the board transparency into how each property and revenue source was performing. Leadership chose to partner with PBO Advisory Group for CFO, Controller and Accounting Support to build the financial foundation their next phase of growth required.
The PBO Approach
PBO Advisory Group took a structured, hands-on approach focused on accuracy, transparency, and scalability. The team established 100% monthly reconciliation across all 108 balance sheet accounts and put consistent processes in place for recording tenant rents, in-kind revenue, grant activity, and management fees. PBO restructured the chart of accounts to run horizontally by revenue stream, which made the Statement of Activity far easier to read, and introduced budgets by class across all 30 classes for transparency by revenue source. On the systems side, the team implemented REACH reporting alongside QuickBooks Online, kept the two in alignment, and locked the books at each close to protect closed periods. Throughout, PBO coordinated the annual audit and supported board-level reporting.
